Unable to start debugging. The Silverlight managed debugging package isn’t installed.

If you installed latest version of Silverlight (Silverlight 4), it may break the your current silverlight development environment. After in the Silverlight 4 installation, if you try to debug any Silverlight 3 project, you will get a message from Visual Studio 2008, saying “Unable to start debugging. The Silverlight managed debugging package isn’t installed.”
To fix this error, install the Silverlight Developer Run time. You can get it from here : http://go.microsoft.com/fwlink/?LinkID=188039.

Thanks for this idea, that works. But the problem is that the XAML IDE of Visual Studio 2008 shows then the SL4 definition of user controls (ex: UIElement.AllowDrop), whereas we develop with SL3. So that’s not perfect.

@nuno Hmm thats strange, try Reseting Visual Studio, with devenv /resetsettings in the command prompt and try.

I’ve the same problem but it was not resolved. I’m using vs 2008 sp1
silverlight 3 sdk and silverlight 4 for the browsers

My solution:
- uninstall SL4 Runtime
- uninstall SL3 Tools for VS2008 SP1
- install SL3 Runtime (if you have difficulty to find, go to filehippo.com. On Microsoft page, I always get SL4!)
- install SL3 Tools for VS2008 SP1 again

Cancel my prior comment, link works fine.
I tried this and I still have same problem.
I have ran:
1.Silverlight3_Tools.exe
2. Silverlight_sdk.exe
and now 3. Silverlight_Developer.exe
All are from Microsoft and I see no change in my problem. I’m running Visual Studio SP1 on Windows XP if that helps.
Any thoughts?

what happened to me was that I didn’t get that silverlight tools 4 had included a runtime for us developers, so I installed SDK, tools for visual studio and a user runtime….
you have to uninstall the user runtime in that case so that visual studio can find your developer runtime….

We already know that microsoft always keep on updating and releasing the new version.
This issue cause because of the old release , so many people were facing the same issue after the couple of days working : )
